The Supreme Court has strongly reprimanded the Punjab government on the issue of stubble burning. The court said that the incidents of setting fire in fields have not reduced. The court asked the Punjab government why don’t you make the process of stubble disposal 100% free?
The Supreme Court said that the State of Punjab should also learn from the State of Haryana in the way of providing financial incentives to the farmers. Making an important comment, the court said that ‘farmers are being made villains’ and their views are not being heard here in the court. The court said, they (farmers) must have some reason for burning the stubble.
The court also appeared concerned about the shortage of water in the land of Punjab. The Supreme Court has fixed December 5 as the next date of hearing. The Supreme Court directed Delhi and Uttar Pradesh governments to file reports on incidents of open burning of garbage.
Punjab government presented report on stubble
The Supreme Court said Punjab government reports show that SHOs have held 8,481 meetings with farmers and farmer leaders to convince them not to burn paddy straw. The SC observed that the trend of increasing incidents of farm fires has not diminished. 984 FIRs have been registered against land owners for burning stubble.
Environmental compensation of over Rs 2 crore has been imposed, of which Rs 18 lakh has been recovered.

‘Supreme’ question to Punjab government, advice to learn from Haryana
सुप्रीम कोर्ट ने पूछा, पंजाब सरकार पराली निपटान प्रक्रिया को 100% मुफ्त क्यों नहीं करती? इसे जलाने के लिए किसान को बस एक माचिस की तीली जलानी होगी। किसानों के लिए फसल अवशेष प्रबंधन के लिए मशीन ही सब कुछ नहीं है। भले ही मशीन मुफ्त में दी जाती है, मगर इसमें डीजल की लागत, मैनपावर आदि शामिल है। सुप्रीम कोर्ट ने पूछा कि पंजाब डीजल, मैनपावर आदि को फायनेंस क्यों नहीं कर सकता और बाई-प्रोडक्ट का उपयोग क्यों नहीं कर सकता। SC ने कहा पंजाब को वित्तीय प्रोत्साहन देने के तरीके में हरियाणा से सीख लेनी चाहिए।
