Delhi: Three Congress PMs were against the full statehood of Delhi, after Vajpayee’s support, BJP is now in opposition

During the discussion on National Capital Delhi Territory Government Amendment Bill-2023, many revelations were made. Congress Party MP Abhishek Manu Singhvi said, BJP’s former PM late Atal Bihari Vajpayee and then Home Minister LK Advani were in favor of giving full statehood to Delhi. Now the Modi government is opposing it. On the other hand Prime Minister Jawaharlal Nehru was against it. Sardar Patel was also not in its support. Dr. BR Ambedkar said that the capital of India cannot be occupied by the state of Delhi. Only the central government will pass the law regarding Delhi. There will be no interference of the state in this. PM Lal Bahadur Shastri also did not support giving full statehood to Delhi. Prime Minister Narasimha Rao was also not in favor of tinkering with the constitutional structure of Delhi. According to AAP MP Sanjay Singh, BJP leader and the then Chief Minister of Delhi Sahib Singh Verma had made a statement in the Assembly that it is better to shovel the fields than to be the Chief Minister of Delhi. Former Delhi CM Madan Lal also wanted to get full statehood status for Delhi. Now the Modi government is opposing this proposal, whereas Vajpayee and Advani wanted full statehood for Delhi.

Right to make laws in Delhi, with the Center

According to former Assembly Secretary and constitutional expert SK Sharma, who worked with four Chief Ministers in Delhi, Dr. BR Ambedkar had made such a provision in the constitution itself that any law in the capital of India would be made by the Parliament of India. The Center has the right to make laws regarding Delhi. All the laws that have been made in Delhi have been made by the Parliament. In 1947, when the constitution was being framed for independent India, the matter of giving full statehood to Delhi also came to the fore. The Constituent Assembly constituted a committee under the chairmanship of Pattabhi Sitaramaiah in this matter. In the report of the committee, it was agreed to give full statehood to Delhi. When this report reached Dr. Ambedkar through Dr. Rajendra Prasad, he rejected it. Dr. Ambedkar said that Delhi state cannot have the right over the capital of India. Only the central government will pass the law regarding Delhi. There will be no interference of the state in this. In 1987, Balakrishnan Committee was formed to make Delhi a full state. The committee said, any change in law and order is not in the interest of Delhi.

Talk of full statehood in BJP’s manifesto

When Atal Bihari Vajpayee was the Prime Minister, Lal Krishna Advani in his government brought a bill to give full statehood to Delhi. According to AAP’s Rajya Sabha MP Sanjay Singh, there was a BJP government in Delhi from 1993 to 1998. The then Chief Minister Sahib Singh Verma had given a statement in the Vidhansabha that it is better to use a shovel in the field than to be the Chief Minister of Delhi. It is not that he was the only CM who made such a demand. Former Delhi CM Madanlal Khurana was also in favor of this proposal. In the assembly elections of 1998, 2005, 2008 and 2013, the BJP had promised full statehood in its manifesto. After that BJP did not get a chance to come to power in Delhi. Now there is a BJP government at the centre. She brought an ordinance regarding the Delhi government. When the Supreme Court restored the powers of the Delhi government, the Modi government brought an ordinance against it.

Vajpayee-Advani’s hard work got mixed in the soil

AAP MP Raghav Chadha said, in the 1989 BJP manifesto, there was mention of giving full statehood. The same happened in 1999 as well. Lal Krishna Advani brought a bill in Parliament to give power to Delhi. Today, by bringing this ordinance, the Modi government destroyed the 40 years of hard work of Atal Bihari Vajpayee and Lal Krishna Advani to make Delhi a full-fledged state. Chadha said, Jawaharlal Nehru had said that Delhi should not get full statehood. I would like to tell the Union Home Minister Amit Shah that don’t become a Nehruvianist, become an Advaniist and a Vajpayeeist. You have a historic opportunity to give full statehood to Delhi, do this work. Raghav said, BJP has been losing elections in Delhi for 25 years. With Arvind Kejriwal, these people (BJP) will not be able to win even for the next 25 years. That is why BJP has brought this bill to finish the elected government of Delhi. The BJP is giving all the powers to the Lieutenant Governor. Which election did he contest? Has the public sent him by election?
