During the discussion on National Capital Delhi Territory Government Amendment Bill-2023, many revelations were made. Congress Party MP Abhishek Manu Singhvi said, BJP’s former PM late Atal Bihari Vajpayee and then Home Minister LK Advani were in favor of giving full statehood to Delhi. Now the Modi government is opposing it. On the other hand Prime Minister Jawaharlal Nehru was against it. Sardar Patel was also not in its support. Dr. BR Ambedkar said that the capital of India cannot be occupied by the state of Delhi. Only the central government will pass the law regarding Delhi. There will be no interference of the state in this. PM Lal Bahadur Shastri also did not support giving full statehood to Delhi. Prime Minister Narasimha Rao was also not in favor of tinkering with the constitutional structure of Delhi. According to AAP MP Sanjay Singh, BJP leader and the then Chief Minister of Delhi Sahib Singh Verma had made a statement in the Assembly that it is better to shovel the fields than to be the Chief Minister of Delhi. Former Delhi CM Madan Lal also wanted to get full statehood status for Delhi. Now the Modi government is opposing this proposal, whereas Vajpayee and Advani wanted full statehood for Delhi.

Right to make laws in Delhi, with the Center
According to former Assembly Secretary and constitutional expert SK Sharma, who worked with four Chief Ministers in Delhi, Dr. BR Ambedkar had made such a provision in the constitution itself that any law in the capital of India would be made by the Parliament of India. The Center has the right to make laws regarding Delhi. All the laws that have been made in Delhi have been made by the Parliament. In 1947, when the constitution was being framed for independent India, the matter of giving full statehood to Delhi also came to the fore. The Constituent Assembly constituted a committee under the chairmanship of Pattabhi Sitaramaiah in this matter. In the report of the committee, it was agreed to give full statehood to Delhi. When this report reached Dr. Ambedkar through Dr. Rajendra Prasad, he rejected it. Dr. Ambedkar said that Delhi state cannot have the right over the capital of India. Only the central government will pass the law regarding Delhi. There will be no interference of the state in this. In 1987, Balakrishnan Committee was formed to make Delhi a full state. The committee said, any change in law and order is not in the interest of Delhi.
